Raises your colony limit at levels 1, 2, 5 and 10: 9, 18, 36, 45, then 54.
Every empire starts capped at nine colonies. Colonisation Doctrine lifts that ceiling at levels 1, 2, 5 and 10 — to 18, 36, 45 and finally 54 worlds. The levels in between cost without raising the limit, so check which level your next colony actually arrives at before committing.

Research time depends on the Research Laboratory level, the Intergalactic Research Network and the universe speed.
Each level multiplies the previous cost by ×1.8, so each further level gets steadily more expensive the further you push it.
